On May 2, the 14th meeting of the Hayastan Fund’s Board of Trustees took place at the Governmental reception house. Mr. Robert Kocharian, President of the Republic of Armenia and the President of the Board of Trustees chaired the meeting. 27 trustees out of 34 and 19 representatives of the Fund’s local committees were present at the meeting.

The patriarchal blessing of the Catholicos of All-Armenians H. H. Garegin II opened the meeting. After that the participants started their work and adopted the agenda. Then the Fund’s reporting film 2004 was presented. By the first question of the agenda candidacy of Arsen Ghazaryan, Chairman of the Union of Manufacturers and Businessmen of Armenia, was put forward as a new member of the Board of Trustees. The question was brought to a vote, and Mr. Arsen Ghasaryan’s candidacy was adopted. Then Mrs. Naira Melkoumian, the Executive Director of the Fund suggested creating a new position of a second deputy at the Executive Board to coordinate the works of international relations’, projects’ and PR departments. Ara Vardanyan, the Chief of the International relations’ department was proposed as a candidate for that position. His candidacy was adopted unanimously.

Then, the Executive Director of the Fund submitted the report on the Executive Board’s accomplishments of the year 2004. She spoke about the great success of the 2004 Telethon, and mentioned that pledges of over $11 million were received. She also emphasized the improvement in the quality of works and interrelations between the Executive Board and the affiliates of the Fund. Mrs. Naira Melkoumian stated that currently works are being carried out to establish an affiliate in Russia. It was stated that about 100 projects at a cost of $18 million have been implemented within the year 2004. Some of them are still going on.

Mrs. Naira Melkoumian also touched on the issue of the decrease of foreign currency exchange rate in Armenia, which has a negative impact on the project implementation. During the discussions various suggestions were presented. In particular, it was suggested to reduce the risks through close cooperation with the RA Central Bank.
The Fund’s Control Committee and the “Grant Thornton Amyot” independent auditor presented their reports of on the Fund’s activity, which were adopted by the meeting. It was also mentioned that compared with the last year this year’s remarks were very slight.

The next question of the agenda concerned the amendments to the Fund’s Bylaw aiming to correspond it to the RA Legislation. It was mentioned that it will have its positive impact on the Fund’s activity.

Serious discussions were led about the “Rebirth of Artsakh” project. The first stage of this complex project will be the development of Martakert region, NKR. And the 2005 Telethon will be conducted for that very purpose. The RA and NKR Presidents, as well as the Fund’s Executive Director and the heads of local committees spoke about the significance of the project. All the representatives of the local committees expressed willingness to support the project. The meeting also made a decision to conduct the 2005 Telethon on November 24.
